Industrial Infrastructure

As the Mewar area of Rajasthan has emerged as fast developing industrial and trade area, the central and state governments have also paid full attention for development of basic infrastructures, as result of which good infrastructure facilities are available. Bhilwara, Chittorgarh, Rajasmand & Banswara are the main industrial hubs of Rajasthan with major textile, cement, mineral based industries. The revenue payment by way of VAT, Royalty on mining is the highest in the State (except oil revenue of Barmer district).

ROAD CONNECTIONS

The Prime Minister's Golden Quadrilateral Four Lane Highway No. 79 passes through Bhilwara, Chittorgrah, Udaipur Districts connecting them on North to Jaipur and Delhi and in West to Ahemdabad. This World Class Four Lane Highway has reduced the traveling time and Jaipur, Delhi are, now, reachable in 3-1/2 and 8 hours respectively and similarly from Udaipur to Ahemdabad in 5 hours. Good State/ District Highways connect these places with Kota, Sirohi, Abu, Ratlam and other important places.

RAILWAY CONNECTIONS:

Bhilwara is situated on Ajmer, Ratlam broad gauge railway line and is part of North Western Railway Zone. Bhilwara has trains connecting to Ajmer, Jaipur, Delhi, Agra, Gwalior, New Jalpaiguri, Kolkata, Udaipur, Ratlam, Mumbai, Bhopal, Nagpur, Hyderabad.

Chittorgarh is also on same line, one arm of which connects to Udaipur. It also has broad gauge line connecting Neemuch to Kota. Trains for Delhi via Kota are also available from Chittorgarh.

From Ajmer and Jaipur which are 126 and 256 Kms. from Bhilwara, fast/super fast trains for all India destinations are available.

AIR CONNECTIONS:

Udaipur is on air map and has flights connecting to Mumbai, Ahemdabad, Jaipur and Delhi. It is nearest air port to Bhilwara, Chittorgarh and other districts of the region. Other major International Air Port- Jaipur, is 256 Kms. from Bhilwara and has good flight connections. One more International Air Port (sister to Jaipur) is being developed near Kishangarh which will be about 160 kms from Bhilwara.

There is an air strip at Hamirgarh, about 17 Kms from Bhilwara and 38 Kms from Chittorgarh from where link air services can be operated and there are proposals of private air lines to start such services soon.

AVAILABILITY OF INDUSTRIAL LAND:

In all the Districts, RIICO has developed industrial areas and industrial plots of different sizes are available. As per the Industrial Policy of the State, agriculture land can also be converted in to industrial land.

1)How to get land allotted : Allotment of land is done by Regional Office / Head Office (as per size of the land required) in the short time when approached by the entrepreneur. Some notional formalities are as follows:-

A)Get in touch with with RIICO's Regional Office situated at RIICO Industrial area Biliya, Bhilwara or head office at Jaipur and have the land allotment application form costing Rs. 100 only

B) Fill in the land application form with all required details.

C) Deposit the security money @1% of the prevailing rate of development charges for required land subject to minimum of Rs.2500/. Attach a draft.

D) 25% of development charges are to be deposited on allotment balance 75% with in 60 days.

2)Rebate on land : RIICO offers concessions in non-saturated/ slow moving areas as under

A) To SC/ST @50% up to 2000 Sqmts.

B) 20% rebate for setting up Electronics Industry- up to 4000 Sqmts.

C) 50% rebate to physically handicapped up to 2000 Sqmts.

POWER :
As compared to neighboring States like M.P., U.P., Delhi, Rajasthan is comparatively better placed in power generation and availability having Thermal Power Plants at Kota, Suratgarh, Ramgarh and Nuclear Power Plants at Rawatbhata. It also has Hydro Power Plants at Ranapratap Sagar, Jawahar Sagar and Mahi.

Power at Bhilwara:

Bhilwara GSS has connections with major transmission lines of the State and is a important intermediate center. The 400 KV Grid has connection with Chhabra Thermal Station. This station has capacity of 315 MVA.

The 220 KV GSS at Bhilwara has 220 KV incoming lines from Kota-I, Kota-II, Anta-I, Anta-II and 132 KV lines from RPS-I, RPS-II. It has outgoing lines to Jodhpur, Beawar, Chittorgarh, Sirohi and Kankroli. Having 6 incoming lines, it assures uninterrupted Power supply to industry.

-It has capacity of 200 MVA on 220 KV side and 70 MVA on 132 KV side.

-It has 33 KV feeders to RIICO, Mandal, BSL and 11 KV feeders to RIICO-I, RIICO-II and industrial feeders for supply of power to industries.

2)Rajasthan Financial Corporation

RFC provides loans to industrial units for the purpose of purchase of industrial land, construction and purchase of plant and machinery.
Bridge loan working capital assistance is also provided. The major schemes are as under :-

1. GENERAL TERM LOAN SCHEME

Term loan upto Rs. 20 crore for acquisition of land, building and plant & machinery for any eligible industrial activity defined under the SFCs Act for setting up a project in the manufacturing sector including mining, wind farm and individual wind turbine generator.

2. SCHEME FOR SERVICE SECTOR

A. Hospitals and Nursing Home

Loan to cover investment in land, building, electro-medical equipments, instruments, furniture, air- conditioners, small generators etc. for Hospital l/ Nursing Homes.

B. Tourism Sector:

Loan for Hotel, Restaurants, Resorts, Amusement Park, Guest Houses, Drive-in-Cinemas, Multiplexes and Tourism related activities in Rajasthan for acquisition of Land, Building, Kitchen equipments, Office equipments, AC, Interior decoration, Furniture & Fixtures, Health Club, Swimming Pool, etc.

C. Information Technology

Loan may be sanctioned to promote all type of projects/activities related to Information Technology. However, Educational/Training Institutes shall be outside the purview.

3. SCHEME FOR TEXTILE INDUSTRY UNDER TECHNOLOGY UPGRADATION FUND (RTUF)

To provide encouragement to textile industrial units in the small scale/medium scale sector for taking up technology up-gradation. The scheme envisages interest incentive of 5% points on the loans availed by SME, however, for the spinning machinery the reimbursement will be 4% points only.

4. SARAL SCHEME FOR SME SECTOR (EXISTING INDUSTRIAL RUNNING UNITS)

Loan from Rs. 2 lacs to Rs. 10 crore (upto the extent of 60% of MRV of land and building for FY 2011-12) is available to the existing industrial running units in the micro, small and medium scale sectors and all existing running hotels located at District Head Quarter

5. SINGLE WINDOW SCHEME

A scheme for small borrowers to ensure adequate finance by providing single window facility for availing of Term Loan for fixed assets and Working Capital finance from one institution only. Project cost should not exceed Rs 200 lacs.

6. SCHEME FOR FINANCING AGAINST ASSETS

Loan upto Rs 10.00 crores to industrial concerns of MSME and CRE Sector for meeting their industrial financial requirements provided the prime security is mortgaged to the Corporation under first charge is free from all encumbrances.

7. SCHEME FOR CRE PROJECTS

A. Loan for construction of commercial complexes, showrooms and sales outlets independent of hotel business.

B. Financial assistance may be granted to eligible borrowers for cost of land, construction of building for housing complexes / apartments (commercial cum residential complex), acquisition of required plant and machinery / equipment like lifts, air conditioning plant and fire fighting equipments, other safety devices and also other plants and equipments required for modern type of housing complexes and flats.

8. SCHEME FOR QUALIFIED PROFESSIONALS

Assistance to qualified professionals in the field of management, accountancy, medicine, architecture, engineering, law etc. for setting up professional practice/consultancy ventures for the first time. The cost of the project should be need-based and not exceeding Rs.20.00 Lac.

9. TOP-UP LOAN SCHEME FOR EXISTING BORROWERS

Top-up loan on easy terms and conditions and with simplifies procedure, is available for existing financed and running units (excluding Good Borrowers and Real Estate cases) which are having standard account and repaid at least 4 quarterly installments regularly.

10. LOAN TO UNITS INTENDING TO SWITCHOVER THEIR LOAN ACCOUNTS FROM BANKS AND OTHER FINANCIAL INSTITUTIONS TO RFC

Loan for repayment of outstanding loan of the other FIs/ Banks and for acquisition of further fixed assets for modernisation, diversification, expansion etc.

11. SCHEMES FOR GOOD BORROWERS

Attractive loan schemes for existing Good Borrowers of the Corporation and Good Borrowers of other Financial Institutions on very liberal terms and conditions.

12. SPECIAL LOAN SCHEME FOR MARBLE PROCESSING UNITS HAVING IMPORT LICENCE

The Government of India has recently issued Import License to selected marble processing units for importing marble blocks. Import of marble blocks requires huge capital involvement in terms of working capital to meet out cost of raw material, transportation, processing, trade credit cycle etc.

Considering the requirements of the existing borrowers having license for importing marble blocks and also the feed back received from the field offices, it has been decided to launch a new scheme namely Special Loan Scheme for Marble Processing Units having Import License for providing financial assistance to marble processing units having import license. The purpose of loan shall be for importing marble blocks, for creation of fixed assets (or both), transportation, processing etc., In addition to our existing borrowers, financial assistance shall also be considered to the units who intend to switch over their loan account from other FIs/Banks and are having Import License. Under this new scheme no detailed appraisal shall be undertaken but adherence of financial norms given in the scheme is to be ensured.
